Complexe, rigide, inadapté, etc. Les qualificatifs négatifs à l’encontre du statut de la fonction publique territoriale ne manquent pas. Ils proviennent aussi bien des employeurs territoriaux, des agents que des directeurs de ressources humaines. Pourtant, après plus d’une vingtaine d’années d’existence, un autre constat s’impose.
